Staten Island, NY (September 26, 2026) – A Port Richmond man was arrested after a series of crashes damaged vehicles along Castleton Avenue in the Brighton Heights section of Staten Island, according to the New York City Police Department.
Pablo Espinosa, 41, was charged with two counts of driving while intoxicated and one count of driving while ability impaired, according to the NYPD’s Deputy Commissioner of Public Information.
A nearby resident said the incident began early in the morning of September 26 with the sound of screeching tires, followed by what the resident described as “bang after bang like a construction zone.” The noise, consistent with a vehicle spinning in tight circles, continued for close to five minutes while vehicles were damaged along Castleton Avenue and near Haven Esplanade, the resident said.
Later that day, a woman at the scene said she saw police still at the location and watched as a damaged vehicle was removed on a flatbed tow truck. She said she had previously seen similar activity near the Silver Lake Specialized Care & Rehab Center and raised concerns about a dangerous curve in the road at that location.
No information about injuries or the full extent of the damage had been released as of publication.
This is a developing story. Details may change as the investigation continues.
Drunk Driving Accidents in Staten Island, New York
A DWI arrest does not automatically settle who pays for the damage left behind. A criminal case and a civil claim run on separate tracks under New York law, so a conviction is not required to recover compensation.
- Anyone whose vehicle was damaged should photograph it, keep the police report number, and note the exact time and location
- Surveillance and dashcam footage from the area often gets overwritten within days, so preserving it early matters
- An attorney can request the full police report and any breath test or arrest documentation once it becomes available
- New York generally allows three years from the date of an incident to file a personal injury claim under CPLR Section 214, which puts the deadline in this case at September 26, 2029
